පවත්නා රාජ්‍ය ප්‍රසම්පාදන ක්‍රියාවලිය තුළට හරිත සංකල්ප ඇතුළත් කරමින්, දේශීය හා ගෝලීය පරිසරයට සිදුවන අහිතකර බලපෑම් අවම කිරීම අරමුණු කරගත් ජාතික හරිත ප්‍රසම්පාදන ප්‍රතිපත්තිය සඳහා 2023 වර්ෂයේදී අමාත්‍ය මණ්ඩල අනුමැතිය හිමි විය.
මෙම ප්‍රතිපත්තිය පිළිබඳව රාජ්‍ය නිලධාරීන් දැනුවත් කිරීමත්, පරිසර හිතකාමී භාණ්ඩ, වැඩ හා සේවා සඳහා ඇති ඉල්ලුම ප්‍රවර්ධනය කිරීමත්, රාජ්‍ය ප්‍රසම්පාදන ක්‍රියාවලිය තුළට පාරිසරික කාර්යසාධනය සහ ජීවන චක්‍ර චින්තනය ඇතුළත් කර ගන්නා ආකාරය පිළිබඳ අවබෝධය ලබාදීමත් අරමුණු කරගනිමින් පවත්වනු ලබන වැඩමුළු මාලාවේ මහනුවර දිස්ත්‍රික් වැඩමුළුව 2026 සැප්තැම්බර් 25 වන දින මහනුවර දිස්ත්‍රික් මහලේකම් කාර්යාලයේදී පැවැත්විණි.
පරිසර සැලසුම් හා ආර්ථික අංශයේ මෙහෙයවීමෙන් සහ මහනුවර දිස්ත්‍රික් ලේකම් කාර්යාලයේ සංවිධානයෙන් පැවති මෙම වැඩමුළුවේදී,
Ø හරිත රාජ්‍ය ප්‍රසම්පාදන ප්‍රතිපත්තිය පිළිබඳ හැඳින්වීම
Ø හරිත ප්‍රසම්පාදනයේ විෂය පථය
Ø ජීවන චක්‍ර ඇගයීම (Life Cycle Assessment)
Ø හරිත රාජ්‍ය ප්‍රසම්පාදනය තුළින් රාජ්‍ය ආයතන වෙත අත්කර ගත හැකි ප්‍රතිලාභ පිළිබඳව රාජ්‍ය නිලධාරීන් දැනුවත් කරන ලදී.
මෙහිදී මධ්‍යම පරිසර අධිකාරියේ සහකාර අධ්‍යක්ෂ අයි. රවී කුමාර් මහතා සම්පත් දායකයෙකු ලෙස එක්වෙමින්, හරිත රාජ්‍ය ප්‍රසම්පාදනය මඟින් රාජ්‍ය ආයතන වෙත අත්කර ගත හැකි ප්‍රතිලාභ පිළිබඳව දැනුවත් කිරීම සිදු කරන ලදී.
මෙම වැඩසටහන සඳහා මහනුවර දිස්ත්‍රික් ලේකම් කාර්යාලය, මධ්‍යම පළාත් සභාව, මහනුවර දිස්ත්‍රික්කයේ සියලුම ප්‍රාදේශීය ලේකම් කාර්යාල, ප්‍රාදේශීය සභා සහ අනෙකුත් රාජ්‍ය ආයතනවල ප්‍රසම්පාදන කටයුතු සඳහා සම්බන්ධ වන නිලධාරීන් සහභාගී වූහ.
The National Green Public Procurement Policy, which aims to minimize adverse impacts on the local and global environment by integrating green concepts into the existing public procurement process, received Cabinet approval in 2023.
As part of the series of awareness workshops aimed at enhancing the understanding of public officers on this policy, promoting demand for environmentally friendly goods, works and services, and raising awareness on how environmental performance and life-cycle thinking can be incorporated into the public procurement process, the Kandy District Workshop was held on 25 September 2026 at the Kandy District Secretariat.
This program was conducted under the guidance of the Environment Planning and Economic Division and organized by the Kandy District Secretariat, the workshop covered;
Ø Introduction to the Green Public Procurement Policy
Ø Scope of Green Public Procurement
Ø Life Cycle Assessment
Ø Benefits that can be gained by government institutions through Green Public Procurement
Public officers were provided with awareness on the above areas during the workshop.
The session on the benefits of Green Public Procurement to government institutions was delivered by Mr. I. Ravi Kumar, Assistant Director of the Central Environmental Authority, as a resource person.
Procurement-related officers from the Kandy District Secretariat, Central Provincial Council, All Divisional Secretariats in the Kandy District, Pradeshiya Sabhas, and other government institutions attended to this workshop.
